Water Level Control on Lake Ontario and Proposed Plan 2014

Construction of the hydroelectric dam and navigation infrastructure on the St. Lawrence River in the late 1950?s has allowed for limited control of the water level of Lake. Since then, the outflows have been regulated to balance the competing interests both upstream and downstream of the dam. From the Fall of 1999 thru 2006, the US and Canada sanctioned a $20 million dollar study through the International Joint Commission (IJC) to see if the current lake Ontario Regulation plan could be updated. This study developed 3 alternate plans for consideration. The current plan proposed by the IJC, termed Plan 2014, is far more radical than any of the recommended plans and will create a disproportionate amount of damage to the south shore of Lake Ontario, with the damages centered on Monroe County. A review of the history, management and mechanics of the flow control will be provided in this presentation along with a description of what the future may hold if Plan 2014 is implemented.
Dr. Dan Barletta:
Dr. Dan Barletta is a lakeshore resident and in private dental practice in the Town of Greece. He is an Associate Professor at the University of Rochester Department of Dentistry, member of the Grand View Beach Association, member of the Lake Ontario-St. Lawrence River Study (LOSL) - Study Board and US Chair of its Public Interest Advisory Group, Co-Author of the Minority Report on the LOSL Study and Director of the Lake Ontario Riparian Alliance (Grassroots Public Advocacy for the protection, Restoration and Conservation of the Lake Ontario Beaches and Riparian Property). Barletta is a member of the Town of Greece Planning Board.
Dr. Frank Sciremammano:
Dr. Sciremammano is a full Professor of Mechanical Engineering at the Rochester Institute of Technology and a licensed Professional Engineer. He was appointed in 1995 by the International Joint Commission to serve as a member of the St. Lawrence River Board of Control and is currently the ranking member of United States section. He also served as a member of the Study Board of the Lake Ontario-St. Lawrence River Study (LOSL) from 1999 - 2006 and is a co-author of the Minority Report from it. He resides in the Town of Brighton and has served as the Chairman of the Town of Brighton Planning Board, Chairman of the Monroe County Environmental Management Council and Chairman of the Town of Brighton Conservation Board.
